Escape the crowds of other nearby beaches with a visit to Carlos Rosario Beach, a remote area with excellent opportunities for snorkeling. You'll immediately notice the colorful barrier reef that surrounds the shore seemingly on all sides; head south of the beach along the cliffs for truly spectacular snorkeling with biodiverse marine life. Do exercise caution, since water taxis and powerboats use the channel adjacent to the shore. Beautiful beach (white sand not rocks), amazing snorkeling. You have to park at Flamenco, $2/person, $5/car. Approx 25 min hike from the parking lot. If snorkeling recommend life vest, gets tiring with the waves. You can rent all your gear at Culebra Divers right at the ferry stop and keep it for a few days to beach hop!

Definitely the spot to go for snorkeling. If you're willing to make the 15-20min "hike" to the beach (don't forget to bring plenty of water/food, no-one will sell you any there) you'll find a narrow strip of sand that gives you immediate access to beautiful corals, fish and more.
